One of the questions I hear most often from residents is, “What exactly does the town budget mean for me?”
The answer is simple: The budget is our community’s work plan for the coming year.
As the saying goes, “Plan your work, work your plan.” In local government, the budget is where planning becomes action. Every project, program, and service that residents see throughout the year begins with a thoughtful budget process.
The town’s new fiscal year begins July 1. Before that date arrives, town council and staff spend months reviewing priorities, evaluating needs, and ensuring that taxpayer dollars are invested wisely. This year’s Fiscal Year 2027 consolidated budget totals approximately $113.9 million and continues our commitment to responsible financial stewardship while investing in Bluffton’s future.
When people hear the word “budget,” they often think of spreadsheets, charts, and financial reports. While those are certainly part of the process, a municipal budget is really about people and quality of life.
It’s about maintaining parks where families gather, improving roads and sidewalks that help residents travel safely, protecting our waterways and wetlands, supporting affordable housing initiatives, and preserving the historic character that makes Bluffton special. It is also about providing essential services that residents depend on every day.
The budget does not stand alone. It works hand-in-hand with two other important documents: the town’s Strategic Plan and the Strategic Plan Action Agenda.
Think of these three documents as pieces of a puzzle.
The Strategic Plan identifies where we want to go as a community. The Action Agenda outlines the steps needed to get there. The budget provides the resources necessary to make those goals a reality.
Together, these three documents guide the town’s work throughout the year.
One of the advantages of this approach is that town staff knows exactly what lies ahead. Whether it is a road project, a park improvement, affordable housing initiative, historic preservation effort, or land conservation opportunity, our team enters the fiscal year with a clear understanding of priorities and expectations.
This year’s budget continues investments in infrastructure, affordable housing, historic preservation, watershed protection, public sewer improvements, parks, and land conservation. It also supports projects such as the Boundary Street Streetscape, Pritchard Street Drainage Improvements, Buck Island Road Park, New Riverside Park improvements, and the rehabilitation of the Sarah Riley Hooks Cottage.
Just as important, the budget maintains the town’s property tax millage rate at its current level. Bluffton property taxes have remained steady since 2014, with town council reducing the millage rate in both 2019 and 2023.
